Pursuant to an announcement from the house floor on May 14, 2007, and pursuant to permission granted on May 14, 2007 to allow committees to meet while the house is in session during reading and referral of bills pending receipt of senate messages, the House Committee on Licensing & Administrative Procedures met in a formal meeting and was called to order by the chair, Representative Flores, at 6:24 p.m.
The roll was answered as follows:
Present: Representatives Flores; Geren; Isett, Carl; Goolsby; Jones, Delwin; Quintanilla; Thompson (7).
Absent: Representatives Hamilton; Miles (2).
A quorum was present.

The chair laid out SB 1738.
The chair recognized Representative Thompson to explain the measure.
Representative Jones, Delwin moved that SB 1738, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
Ayes: Representatives Flores; Geren; Isett, Carl; Goolsby; Jones, Delwin; Quintanilla; Thompson (7).
Nays: None (0).
Present, Not Voting: None (0).

Representative Thompson offered a complete committee substitute.
The chair recognized Representative Geren to explain the substitute.
The committee substitute was adopted without objection.
Representative Thompson moved that SB 1729, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars. The motion prevailed by the following record vote:
