Pursuant to a notice POSTED on April 25, 2007, the SUBCOMMITTEE ON HOUSING, of the full Committee on Urban Affairs, of the Texas House of Representatives, met in a PUBLIC HEARING, and was called to order by the Subcommittee Chairman, the Honorable José Menéndez, at 8:33 a.m.

 

 

ROLL CALL

 

The roll was answered as follows:

 

Present:           Subcommittee Chairman Menéndez;

                        Representative Mallory Caraway (2).

 

Absent:            Representative Murphy (1).

 

A quorum was PRESENT.

 

 

HOUSE BILL No. 3878--PENDING FROM PREVIOUS HEARING

 

As PENDING business, the Subcommittee Chairman laid out HOUSE BILL No. 3878.

 

(Representative Mallory Caraway in the chair.)

 

Representative Mallory Caraway offered a complete COMMITTEE SUBSTITUTE.

 

Without objection, the COMMITTEE SUBSTITUTE was ADOPTED.

 

Representative Mallory Caraway moved that HOUSE BILL No. 3878, as SUBSTITUTED, be reported FAVORABLY back to the full Committee on Urban Affairs.  The motion PREVAILED by the following record vote:

 

Ayes:                            Subcommittee Chairman Menéndez;

                                    Representative Mallory Caraway (2).

 

Nays:                           None (0).

 

Present, Not Voting:    None (0).

 

Absent:                                    Representative Murphy (1).

 

(The Subcommittee Chairman reclaimed the chair.)

 

 

HOUSE BILL No. 2680

 

The Subcommittee Chairman laid out HOUSE BILL No. 2680.

 

The Subcommittee Chairman recognized Representative Chisum to explain the measure.

 

The Subcommittee Chairman offered a complete COMMITTEE SUBSTITUTE.

 

Without objection, the COMMITTEE SUBSTITUTE was ADOPTED.

 

TESTIMONY was taken.  (See attached witness list.)

 

In the absence of Representative Chisum, the Subcommittee Chairman closed on the measure.

 

The Subcommittee Chairman moved to RECONSIDER the vote by which the COMMITTEE SUBSTITUTE was ADOPTED and, without objection, the COMMITTEE SUBSTITUTE was WITHDRAWN.

 

Without objection, the bill was left PENDING.

 

 

ADJOURNMENT

 

There being no further business to come before the Subcommittee, at 10:00 a.m., on motion of the Subcommittee Chairman, and without objection, the PUBLIC HEARING was declared concluded and the Subcommittee stood ADJOURNED, subject to the call of the Chair.
