Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Emerging Technologies and Economic Development was held on Tuesday, March 6, 2007, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 12:05 p.m. There being a quorum present, the following business was transacted: The Subcommittee Rules were laid out, and Senator Lucio moved their adoption, and Senator Estes seconded the motion. The rules were unanimously adopted and the motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.
The following members arrived after the roll was called: Senator Kirk Watson.
The chair laid out SB 486 and recognized the author, Senator Shapiro, to explain the bill. Senator Harris sent up a committee substitute; the chair recognized Senator Shapiro to explain the difference between the committee substitute and the senate bill as filed. Public testimony was then heard from citizens registering at the hearing. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Janek moved that SB 486 be left pending; without objection, it was so ordered.
The chair laid out SB 191 and recognized the author, Senator Brimer, to explain the bill. Public testimony was then opened for citizens registering at the hearing. With no witnesses testifying, the chair moved that the public testimony be closed; without objection, it was so ordered. Senator Watson moved that SB 191 be reported favorably to the full Senate committee on Business & Commerce with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
The chair laid out CSSB 486 as a matter of pending business and allowed public testimony to resume. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Waston moved that SB 486 do not pass and then Senator Lucio, Jr. moved that CSSB 486 be reported back to the full Senate committee on Business & Commerce with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
The chairman read Motions in Writing requesting unanimous consent to be shown voting aye on the following: Senator Harris on SB 191, and CSSB 486, and Senator Estes on CSSB 486.
There being no further business, at 1:57 p.m. Senator Janek moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
