Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Emerging Technologies and Economic Development was held on Tuesday, April 10, 2007, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 2:01 p.m., the following business was transacted.  The chair laid out SB 1736 and recognized the author, Senator Shapiro, to explain the bill.  Senator Janek sent up a committee substitute; the chair recognized Senator Shapiro to explain the difference between the committee substitute and the senate bill as filed.  No witnesses registered or testified on the bill.  Senator Janek moved adoption of the committee substitute; without objection, it was so ordered.  Senator Janek then moved that CSSB 1736 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 637 and recognized the author, Senator Van de Putte, to explain the bill.  Senator Estes sent up a committee substitute; the chair recognized Senator Van de Putte to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Janek moved adoption of the committee substitute; without objection, it was so ordered.  Senator Janek then moved that CSSB 637 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 1710 and recognized the author, Senator Hegar, to explain the bill.  Senator Janek sent up a committee substitute; the chair recognized Senator Hegar to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The roll was called, and a quorum was established at 2:32p.m.  Senator Harris moved adoption of the committee substitute; without objection, it was so ordered.  Senator Harris then moved that SB 1710 do not pass but that CSSB 1710 be reported back to the full Senate committee on Business & Commerce with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

The chair laid out SB 1002 and recognized the author, Senator West, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Janek moved that SB 1002 be left pending; without objection, it was so ordered.

The chair laid out SB 1523 and recognized the author, Senator Wentworth, to explain the bill.  Senator Janek sent up a committee substitute; the chair recognized Senator Wentworth to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Lucio, Jr. moved adoption of the committee substitute; without objection, it was so ordered.  Senator Lucio, Jr. moved that SB 1523 do not pass but that CSSB 1523 be reported back to the full Senate committee on Business & Commerce with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

As a matter of pending business, the chair laid out CSSB 1270 and Senator Harris moved that SB 1270 do not pass but CSSB 1270 be reported favorably to the full Senate committee on Business & Commerce with the recommendation that it do pass.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

As a matter of pending business, the chair laid out CSSB 1736 and Senator Harris moved that SB 1736 do not pass but CSSB 1736 be reported favorably to the full Senate committee on Business & Commerce with the recommendation that it do pass.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

As a matter of pending business, the chair laid out CSSB 637 and Senator Watson moved that SB 637 do not pass but CSSB 637 be reported favorably to the full Senate committee on Business & Commerce with the recommendation that it do pass.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

The chairman read Motions in Writing requesting unanimous consent to be shown voting aye on the following:  Senator Estes on CSSB 1523 and Senator Lucio on CSSB 1710.

 

There being no further business, at 3:40 p.m. Senator Janek moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
