Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Standing Senate Subcommittee on Higher Education was held on Monday, March 5, 2007, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 1:30 p.m. The following business was transacted:
The chair laid out SB 89 and recognized the author, Senator Van de Putte, to explain the bill.
Senator Averitt sent up a committee substitute. The chair recognized Senator Van de Putte to explain the difference between the committee substitute and the Senate bill as filed.
Names of witnesses who testified and registered for, against, or on the bill are on the attached list. The chair closed public testimony.
A quorum was established at 1:42 p.m.
Senator Averitt moved adoption of the committee substitute for SB 89. The motion was adopted by unanimous consent.
Senator Averitt moved that SB 89 be reported to the full committee with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for SB 89 was reported favorably.
The chair laid out SB 141 and recognized the author, Senator Nelson, to explain the bill.
Senator West sent up a committee substitute for SB 141 and moved its adoption. The motion was adopted by unanimous consent. The chair recognized Senator Nelson to explain the difference between the committee substitute and the Senate bill as filed.

The chair laid out SB 276 and recognized the author, Senator Wentworth, to explain the bill.
Senator Averitt sent up a committee substitute for SB 276 and moved its adoption. The motion was adopted by unanimous consent. The chair recognized Senator Wentworth to explain the difference between the committee substitute and the Senate bill as filed.

Senator Averitt moved that the minutes of the previous hearing on February 12, 2007, be approved. The motion was adopted by unanimous consent.
SB 240 was withdrawn at the request of the author.
There being no further business, at 2:03 p.m. Senator West moved that the committee stand recessed, subject to the call of the chair. The motion was adopted by unanimous consent.
