Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Wednesday, February 7, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair, Senator Zaffirini, called the meeting to order at 8:02 a.m.  The following business was transacted: 

 

The chair laid out as pending business, SB 1.

 

Testimony was given on the following agencies.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

Health and Human Services Commission

Department of Aging and Disability Services

 

 

Senator Ogden assumed the chair. 

 

The roll was called, and a quorum was established.

 

Testimony resumed.

 

Senator West assumed the chair. 

 

Testimony continued.

Senator Ogden moved that SB 1 be left pending; without objection, it was so ordered. 

 

The chair laid out SJR 13, which had been left pending at a previous hearing.  There being no public testimony, the chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Averitt sent up a committee substitute; the chair recognized Senator Averitt to explain the difference between the committee substitute and the senate bill as filed.  Senator Averitt moved adoption of the committee substitute; without objection, it was so ordered. 

Senator Averitt moved that SJR 13 do not pass but that CSSJR 13 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 10 ayes, 0 nay, 3 present not voting, and 2 absent. 

 

At 10:45 a.m. Senator Ogden moved that the Committee stand recessed until 45 minutes after the adjournment of the Senate; without objection, it was so ordered.

 

Senator Zaffirini reconvened the Committee at 12:26 p.m.

 

The chair laid out as pending business, SB 1, which had been left pending earlier in the hearing.

Senator Ogden moved that SB 1 be left pending; without objection, it was so ordered.
