Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Monday, March 12, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:00 a.m.  The following business was transacted: 

 

Senator Zaffirini assumed the chair. 

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Nelson to lay out the workgroup recommendations for Article II.

 

The roll was called, and a quorum was established.

 

Senator Nelson continued to lay out the workgroup recommendations for Article II.

 

Senator Ogden moved to pend Item 11 on page 5, and the corresponding rider on page 11 of the workgroup recommendations for Article II, relating to the Department of Aging and Disability Services.  Without objection, it was so ordered.

 

Senator Ogden moved to amend Item 1 on page 18 of the workgroup recommendations for Article II, relating to the Department of Family and Protective Services.  Without objection, it was so ordered.

 

Senator Ogden moved to pend Item 11 on page 26 of the workgroup recommendations for Article II, relating to the Department of State Health Services.  Without objection, it was so ordered.

 

Senator Ogden moved to pend the rider on page 33 of the workgroup recommendations for Article II, relating to the Department of State Health Services.  Without objection, it was so ordered.

 

Senator Ogden moved to pend Items 1a and 1b on page 38 of the workgroup recommendations for Article II, relating to the Health and Human Services Commission.  Without objection, it was so ordered.

 

Senator Ogden moved to pend the rider on page 52 of the workgroup recommendations for Article II, relating to the Health and Human Services Commission.  Without objection, it was so ordered.

 

Senator Ogden moved to amend the rider on page 64 of the workgroup recommendations for Article II, relating to Article II Special Provisions.  Without objection, it was so ordered.

 

Senator Nelson moved to adopt the amended workgroup recommendations for Article II, with the exception of pending items.  The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Averitt requested unanimous consent to be shown voting aye on the workgroup recommendations for Article II; without objection, it was so ordered.

 

Senator Ogden resumed the chair. 

 

Senator Ogden moved that SB 1 be left pending; without objection, it was so ordered. 

 

There being no further business, at 10:49 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 13, 2007.  Without objection, it was so ordered.
