Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Tuesday, March 13, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:04 a.m. The following business was transacted:
Senator Zaffirini assumed the chair.
The chair laid out as pending business, SB 1. Witnesses testifying and registering on the bill are shown on the attached list.
The chair recognized Senator Shapiro to lay out the workgroup recommendations for Article III, regarding public education.
A quorum being present, the following business was transacted:
Senator Ogden moved to pend Item 4a on page 3 of the workgroup recommendations for Article III, relating to the Texas Education Agency. Without objection, it was so ordered.
Senator Zaffirini moved to pend the rider on page 10 of the workgroup recommendations for Article III, relating to the Texas Education Agency. Without objection, it was so ordered.
Senator Ogden moved to pend the rider on page 28 of the workgroup recommendations for Article III, relating to the Texas Education Agency. Without objection, it was so ordered.
At 10:01 a.m. Senator Zaffirini moved that the Committee stand at ease until 10:15 a.m. Without objection, it was so ordered.
Senator Zaffirini reconvened the Committee at 10:11 a.m.
The chair recognized the clerk to call the roll, and a quorum was present.
Senator Shapiro moved to adopt the amended workgroup recommendations for Article III, regarding public education, with the exception of pending items. The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 7 absent.
Senator Ogden moved to hold the vote open until 10:15 a.m.; without objection, it was so ordered.
Senator Ogden resumed the chair.
Senator Eltife and Senator Hinojosa requested unanimous consent to be shown voting aye on the workgroup recommendations for Article III, regarding public education; without objection, it was so ordered. Senator Lucio, now present, requested unanimous consent to be shown voting aye on the workgroup recommendations for Article III, regarding public education; without objection, it was so ordered. The motion finally carried with a record vote of 11 ayes, 0 nay, 0 present not voting, and 4 absent.
Senator Ogden moved that SB 1 be left pending; without objection, it was so ordered.
There being no further business, at 10:16 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 14, 2007. Without objection, it was so ordered.
