Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Thursday, March 15, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:10 a.m.  The following business was transacted: 

 

Senator Zaffirini assumed the chair. 

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Duncan to lay out the workgroup recommendations for Workgroup E, Special Topics, regarding Health Related Institutions.

 

The roll was called, and a quorum was established.

 

 

Senator Duncan continued to lay out the workgroup recommendations for Workgroup E, Special Topics, regarding Health Related Institutions.

 

Senator Ogden moved to pend the balance difference relating to the increases in formula funding regarding all Health Related Institutions; without objection, it was so ordered.

 

Senator Duncan moved to adopt the amended workgroup recommendations for Workgroup E, Special Topics, regarding Health Related Institutions, with the exception of pending items.  The motion carried with a record vote of 11 ayes, 0 nay, 0 present not voting, and 4 absent.  Senator Nelson requested unanimous consent to be shown voting aye on the workgroup recommendations for Workgroup E, Special Topics, regarding Health Related Institutions; without objection, it was so ordered.

 

The chair recognized Senator Duncan to lay out the workgroup recommendations for Workgroup E, Special Topics, regarding Correctional Managed Health Care, and the Department of Information Resources.

 

Senator Duncan moved to adopt the workgroup recommendations for Workgroup E, Special Topics, regarding Correctional Managed Health Care, with the exception of pending items.  The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Averitt and Senator Nelson requested unanimous consent to be shown voting aye on the workgroup recommendations for Workgroup E, Special Topics, regarding Correctional Managed Health Care; without objection, it was so ordered.

 

Senator Duncan moved to adopt the workgroup recommendations for Workgroup E, Special Topics, regarding the Department of Information Resources, with the exception of pending items.  The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Averitt and Senator Nelson requested unanimous consent to be shown voting aye on the workgroup recommendations for Workgroup E, Special Topics, regarding the Department of Information Resources; without objection, it was so ordered.

 

The chair recognized Senator Ogden to lay out the recommendations for Article X, regarding the Legislature.

 

Senator Ogden moved to adopt the base bill recommendations for Article X, regarding the Legislature.  The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Averitt and Senator Nelson requested unanimous consent to be shown voting aye on the workgroup recommendations for Article X, regarding the Legislature; without objection, it was so ordered.

 

The chair recognized Senator Ogden to lay out the recommendations for Article IX.

 

Senator Ogden moved to pend Section 13.08 on page 5 of the recommendations for Article IX; without objection, it was so ordered.

 

Senator Ogden moved to adopt the amended recommendations for Article IX, as proposed in the base bill, including the adoption of the riders on pages 7, 8, 9, and 10, with the exception of pending items.  The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent. 

 

Senator Zaffirini moved that SB 1 be left pending; without objection, it was so ordered. 

 

Senator Ogden resumed the chair. 

 

There being no further business, at 9:53 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 19, 2007.  Without objection, it was so ordered.
