Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Wednesday, March 21, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:01 a.m. The following business was transacted:
Senator Zaffirini assumed the chair.
The chair laid out as pending business, SB 1. Witnesses testifying and registering on the bill are shown on the attached list.
The roll was called, and a quorum was established.
The chair recognized Senator Duncan to lay out the remaining workgroup recommendations for Workgroup E, Special Topics, including recommendations for Article XI.
The chair recognized Senator Nelson to lay out the remaining workgroup recommendations for Article II, including recommendations for Article XI.
Senator Ogden moved to amend the Rate Increases for the Department of State Health Services by moving the item to Article XI. Without objection, it was so ordered.
Senator Zaffirini moved that Item 17, regarding the Health and Human Services Commission, be referred to Workgroup E, and that Item 18, regarding the Health and Human Services Commission, be referred to Workgroup D. Without objection, it was so ordered.
Senator Nelson moved to make a technical correction to Item 20 regarding the Health and Human Services Commission. Without objection, it was so ordered.
Senator Duncan moved to adopt the remaining workgroup recommendations for Workgroup E, Special Topics, including recommendations for Article XI, with the exception of pending items. The motion carried with a record vote of 13 ayes, 1 nay, 0 present not voting, and 1 absent. Senator Hinojosa and Senator Lucio requested unanimous consent to change their votes in order to be shown present not voting; without objection, it was so ordered. The motion finally carried with a record vote of 11 ayes, 1 nay, 2 present not voting, and 1 absent.
Senator Zaffirini moved that SB 1 be left pending; without objection, it was so ordered.
Senator Ogden resumed the chair.
There being no further business, at 10:57 a.m. Senator Ogden moved that the Committee stand recessed until 8:00 a.m., March 22, 2007. Without objection, it was so ordered.
