The chair called the meeting to order at 9:11 a.m. The following business was transacted:
The roll was called, and a quorum was established.
Senator Zaffirini assumed the chair.
The chair laid out as pending business, SB 1. Witnesses testifying and registering on the bill are shown on the attached list.
The chair recognized Senator Nelson to lay out the workgroup recommendations regarding Article II, including recommendations for Article XI.
Senator Nelson moved to adopt the workgroup recommendations regarding Article II, including recommendations for Article XI. The motion carried with a record vote of 13 ayes, 0 nay, 0 present not voting, and 2 absent.
Senator Zaffirini moved that SB 1 be left pending; without objection, it was so ordered.
Senator Ogden resumed the chair.
At 9:53 a.m. Senator Ogden moved that the Committee stand recessed until one hour after the adjournment of the Senate; without objection, it was so ordered.
At 2:39 p.m. Senator Ogden announced that the Committee would reconvene at 3:00 p.m. Without objection, it was so ordered.
Senator Ogden reconvened the Committee at 3:00 p.m.
Senator Zaffirini assumed the chair.
The chair laid out SB 1, which had been left pending earlier in the hearing.
The chair recognized Senator Shapiro to lay out the workgroup recommendations and riders regarding Article III, including recommendations for Article XI.
Senator Williams moved to amend Item 39 on page 2, regarding Public Education, by moving the item to Article XI; without objection, it was so ordered.
Senator Shapiro moved to adopt the amended workgroup recommendations and riders regarding Article III, including recommendations for Article XI. The motion carried with a record vote of 13 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Hinojosa and Senator Whitmire requested unanimous consent to be shown voting aye on the workgroup recommendations regarding Article III; without objection, it was so ordered.
The chair recognized Senator Williams to lay out the recommendations regarding Funding for Capital Projects and General Obligation Bond Proceeds.
Senator Williams moved to adopt the rider on page 2, regarding Article IX. The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent. Senator West and Senator Whitmire requested unanimous consent to be shown voting aye; without objection, it was so ordered.
Senator Ogden moved to amend the rider on page 3 by appropriating bond proceeds and debt service to build a new state school; without objection, it was so ordered.
Senator Williams moved to adopt the amended recommendations regarding Funding for Capital Projects and General Obligation Bond Proceeds. The motion carried with a record vote of 13 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Hinojosa, Senator West, and Senator Whitmire requested unanimous consent to be shown voting aye on the recommendations regarding Funding for Capital Projects and General Obligation Bond Proceeds; without objection, it was so ordered.
