Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Monday, May 7, 2007, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 12:07 p.m.  The following business was transacted:

 

The chair laid out HB 2212 and recognized the Senate sponsor, Senator Zaffirini, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

A quorum was established at 12:10 p.m.

 

The following members arrived after the roll was called:  Senator Gallegos. 

 

Senator Seliger moved that HB 2212 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Seliger moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.  Arriving after roll call Senator Gallegos asked unanimous consent to be shown voting AYE; without objection it was so ordered.

Senator Estes moved that HB 2322 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Arriving after roll call Senator Gallegos asked unanimous consent to be shown voting AYE; without objection it was so ordered.

 

Senator Estes moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 12:14 p.m. Senator Estes assumed the chair. 

 

The chair laid out SCR 43 and recognized the author, Senator Lucio, Jr., to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Lucio, Jr. moved that SCR 43 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Having been present when a quorum was established, Senator Seliger requested unanimous consent to be shown voting AYE on the SCR 43; without objection, it was so ordered.  The record vote on SCR 43 reflects the motion in writing by Senator Seliger.

 

Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 12:26 p.m. Senator Lucio, Jr. resumed the chair. 

 

Senator Gallegos, Jr. moved adoption of the minutes from the previous hearing held on April 16, 2007; without objection, it was so ordered. 

 

There being no further business, at 12:27 p.m. Senator Lucio, Jr. moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
