Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Wednesday, July 16, 2008, in the University of Texas-Pan American, International Trade and Technology Building.

The Chair called the meeting to order at 11:20 a.m. There being a quorum present, the following business was transacted:
Blandina Cárdenas, President of the University of Texas-Pan American, gave opening remarks.
Senator Hinojosa moved adoption of the minutes from the previous hearings held on May 23, 2008, and June 16, 2008; without objection, it was so ordered.
The Chair laid out Interim Charge Seven: Study administrative and legal procedures used by municipalities to exert regulatory authority beyond city limits and extraterritorial jurisdiction. Determine whether conflicts exist with agencies' regulatory authority and regulatory authority delegated to home-rule municipalities, and make recommendations for appropriate delegation and clarification of respective authorities.
Witnesses are shown on the attached list.
The Chair announced that the next meeting will be held on Tuesday, August 5th in San Antonio, Texas.
There being no further business, at 2:01 p.m. Senator Watson moved that the Committee stand recessed subject to the call of the Chair. Without objection, it was so ordered.
