Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Government Organization was held on Monday, April 23, 2007, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 5:15 p.m.  The following business was transacted: 

 

The chair laid out SB 911 and recognized the author, Senator Estes, to explain the bill. 

Witnesses testifying and/or registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 911 be left pending to await a quorum.

 

The chair laid out HB 2024 and recognized the Senate sponsor, Senator Estes, to explain the bill. 

Witnesses testifying and/or registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that HB 2024 be left pending to await a quorum.   

 

The chair laid out SB 1527 and recognized the author, Senator Eltife, to explain the bill.  Witnesses testifying and/or registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 1527 be left pending. 

 

The chair laid out SB 1528 and recognized the author, Senator Eltife, to explain the bill.

The chair laid out SB 1529 and recognized the author, Senator Eltife, to explain the bill.  Witnesses testifying and/or registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 1529 be left pending. 

 

The chair laid out HB 1164 and recognized the Senate sponsor, Senator Watson, to explain the bill.  Witnesses testifying and/or registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that HB 1164 be left pending to await a quorum.

 

The chair laid out SB 900 and recognized Senator Brimer, in the absence of the author, to explain the bill.  Witnesses testifying and/or registering on the bill are shown on the attached list.

At 5:35 p.m. the clerk called the roll.

 

Senator Hegar sent up a committee substitute; the chair recognized Senator Hegar to explain the difference between the committee substitute and the senate bill as filed.  Senator Hegar moved adoption of the committee substitute; without objection, it was so ordered.  Senator Hegar moved that SB 900 do not pass but that CSSB 900 be reported back to the Senate with the  recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair called up HB 1164.

 

Senator Hegar moved that HB 1164 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair called up HB 2024.

 

Senator Hegar moved that HB 2024 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair called up SB 911.

 

Senator Hegar sent up a committee substitute; the chair recognized Senator Estes to explain the difference between the committee substitute and the senate bill as filed.  Senator Hegar moved adoption of the committee substitute; without objection, it was so ordered.  Senator Hegar moved that SB 911 do not pass but that CSSB 911 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. 

Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Nelson asked to be shown voting aye on the following bills: HB 1164, HB 2024, and CSSB 900; without objection, it was so ordered.

 

The chair called up CSSB 1933.

 

Senator Hegar moved that SB 1933 do not pass but that CSSB 1933 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out SB 933 and recognized the author, Senator Jackson, to explain the bill.

The chair laid out SB 1507 and recognized the author, Senator Janek, to explain the bill. 

Senator Jackson sent up a committee substitute; the chair recognized Senator Janek to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and/or registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 1507 be left pending; without objection, it was so ordered.
