Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Wednesday, November 5, 2008, in the Senate Chamber at Austin, Texas.

The chair called the meeting to order at 10:10 a.m. The following business was transacted:
The Committee heard invited and public testimony regarding Interim Charge No. 14: Monitor the implementation of Senate Bill 1731, relating to transparency of health information.
Witnesses testifying and registering are shown on the attached list.
At 12:00 p.m. Senator Duncan moved that the committee stand recessed until 12:30 p.m; without objection, it was so ordered.
At 12:40 p.m. the committee reconvened.
The Committee heard invited and public testimony regarding Interim Charge No. 1: Study the use of certain non-profit health corporations - approved under Chapter 162, Occupations Code, in Texas. Examine whether such entities operate on a statewide scale or on a limited scale, whether such entities adhere to the formalities required or corporations, whether the operations of such entities are influenced by owners or members who are not licensed to practice medicine, and whether such entities have ever been decertified or investigated for failure to maintain compliance with Texas law or regulations.
Witnesses testifying and registering on the subject are shown on the attached list.
At 1:48 p.m. Senator Duncan moved that the committee stand recessed until 2:00 p.m; without objection, it was so ordered.
At 2:00 p.m. the committee reconvened.
Testimony on Charge No. 1 resumed.
There being no further business, at 2:25 p.m. Senator Duncan moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
