Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Natural Resources was held on Tuesday, March 6, 2007, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 1:00 p.m. There being a quorum present, the following business was transacted:
Senator Duncan moved that the Chair be given the ability to place time limits on testimony if necessary; without objection, the motion passed.
The chair laid out pending bill SB 187.
Senator Hegar moved that SB 187 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 3 absent.
Senator Estes assumed the chair.
The chair laid out pending bill SB 12 and recognized the author, Senator Averitt, to explain the bill.
Senator Averitt sent up a committee substitute; the chair recognized Senator Averitt to explain the difference between the committee substitute and the senate bill as filed.
Senator Averitt moved that SB 12 be left pending; without objection, it was so ordered.
The chair laid out SB 3 and SB 675 and recognized the author, Senator Averitt, to explain the bills.
Public testimony was taken, witnesses testifying and registering on the bills are shown on the attached list.
At 4:30 p.m. Senator Averitt resumed the chair.
At 5:00 p.m. Senator Averitt moved that the committee stand recessed until 5:30 p.m; without objection, it was so ordered.
At 5:32 p.m. the committee reconvened.
Senator Estes assumed the chair.
Public testimony resumed, witnesses testifying and registering on the bills are shown on the attached list.
Senator Averitt moved that SB 3 and SB 675 be left pending; without objection, it was so ordered.
There being no further business, at 7:31 p.m. Senator Averitt moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
