Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Natural Resources was held on Tuesday, April 8, 2008, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 10:01 a.m.  The following business was transacted: 

 

Chairman Averitt made opening remarks and introduced the Natural Resources Committee staff members. 

 

Committee members were given an opportunity to make opening comments and introduce their staff.

 

The following testified before the committee:

 

            On interim charge #8 regarding state-created river authorities:

• Todd Chenoweth, Director, Water Supply Division, Texas Commission on Environmental Quality
• Dean Robbins, Assistant General Manager, Texas Water Conservation Association

 

            The following four witnesses were called to testify as a panel:

• Phil Ford, General Manager, Brazos River Authority
• Bill West, General Manager, Guadalupe-Blanco River Authority
• Thomas G. Mason, General Manager, Lower Colorado River Authority
• Jerry Clark, General Manager, Sabine River Authority

 

            The following two witnesses were called to testify as a panel:

• Suzanne Scott, General Manager, San Antonio River Authority
• Danny Vance, General Manager, Trinity River Authority

 

            The following three  witnesses were called to testify as a panel:

• Walt Sears, General Manager, Northeast Texas Municipal Water District
• Robert Istre, General Manager, Gulf Coast Water Authority
• Larry Haby, Board Director, Bexar-Medina-Atascosa County WCID #1

 

            Serving as a resource witness:

• Bill Mullican, Deputy Executive Administrator, Water Service and Conservation, Texas Water Development Board

 

 

There being no further business, Senator Averitt moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
