Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Agriculture, Rural Affairs and Coastal Resources was held on Wednesday, March 21, 2007, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:02 a.m. 

 

The chair laid out SB 866 and recognized the author, Senator Watson, to explain the bill.

 

Senator Hegar sent up a committee substitute; the chair recognized Senator Watson to explain the difference between the committee substitute and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair recognized the committee clerk to call the roll.

 

There being a quorum present at 9:09 a.m., the following business was transacted: 

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The following members arrived after the roll was called:  Senator Jackson. 

 

Senator Jackson moved that SB 866 do not pass but that CSSB 866 be reported back to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.

 

The chair laid out CSSB 286 and recognized the author, Senator Watson, to explain the bill. 

 

Senator Uresti moved that CSSB 286 do not pass but that CSSB 286 be reported back to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

The chair laid out SB 825 and recognized the author, Senator Nichols, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Hegar moved that SB 825 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

The chair laid out SB 751 and recognized the author, Senator Jackson, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Hegar moved that SB 751 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

There being no further business, at 9:52 a.m. Senator Estes moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
