Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Wednesday, March 28, 2007, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

The Chair called the meeting to order at 1:45 p.m.  There being a quorum present, the following business was transacted: 

 

The Chair laid out SB 855 and recognized the author, Senator Shapleigh, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The Chair moved that the public testimony be closed; without objection, it was so ordered. 

 

The Chair left SB 855 pending temporarily.

 

The following members arrived after the roll was called:  Senator Harris. 

 

At 2:24 p.m. Senator Shapleigh assumed the Chair. 

 

The Chair laid out SB 686 and recognized the author, Senator Van de Putte, to explain the bill.

 

The Chair opened public testimony.

 

The Chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Van de Putte moved that SB 686 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent. 

 

Senator Van de Putte moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Van de Putte sent up a committee substitute for Senate Bill 1454; the Chair recognized Senator Van de Putte to explain the difference between the committee substitute and the senate bill as filed.  Senator Van de Putte moved adoption of the committee substitute; without objection, it was so ordered. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The Chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Van de Putte moved that the committee substitute for Senate Bill 1454  be left pending, hearing no objection, it was so ordered.

 

At 2:45 p.m. Senator Van de Putte resumed the Chair. 

 

The Chair laid out SB 1390 and recognized Senator Shapleigh, in the absence of the author, to explain the bill. 

 

Senator Shapleigh sent up the committee substitute on SB 1390. The Chair recognized Senator Shapleigh to explain the difference between the committee substitute and the senate bill as filed. Senator Shapleigh moved adoption of the committee substitute; without objection it was so ordered.

 

Senator Shapleigh sent up Committee Amendment 1 and moved adoption. 

 

Senator Shapleigh requested unanimous consent to incorporate amendments into the committee substitute; without objection, it was so ordered.  Senator Shapleigh then moved that the new committee substitute be adopted; without objection, it was so ordered.  Senator Shapleigh moved that CSSB 1390 do not pass but that CSSB 1390 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

Senator Shapleigh moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

As a matter of pending business, the Chair re-called Senate Bill 371 and recognized Senator Shapleigh to explain the bill in absence of the author, Senator Williams.

 

Senator Harris moved that SB 371 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Harris moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

As a matter of pending business, the Chair re-called Senate Bill 855 and recognized Senator Shapleigh to explain the bill.

 

Senator Harris sent up Committee Amendment 1 and the Chair recognized Senator Harris to explain the amendment.

 

There was no further action taken on the amendment.

 

At 3:01 p.m. Senator Van de Putte moved that the Committee stand at ease until 3:11 p.m; without objection, it was so ordered.  

 

At 3:11pm the Chair laid out SB 855 as a matter of pending business.

 

The Chair re-opened public testimony.

The Chair closed public testimony on Senate Bill 855.

 

The Chair moved that SB 855 be left pending; without objection, it was so ordered. 

 

There was no action taken for the following bill(s):

There being no further business, at 3:35 p.m. Senator Van de Putte moved that the Committee stand recessed until 8am, April 4, 2007.  Without objection, it was so ordered.
