Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Tuesday, September 9, 2008, at the San Antonio Municipal Auditorium.

The Senate Committee on Veteran Affairs and Military Installations met jointly with the House Committee on Defense Affairs and State-Federal Relations. The hearing was held in conjunction with the National Conference if State Legislatures' Military Sustainability Summit; visiting legislators were present.
At 1:00 p.m. Senator Van de Putte called the meeting to order. Senator Van de Putte and Representative Corte shared presiding duties. The following business was transacted:
Senator Van de Putte recognized the Central Catholic High School JROTC (Cadet First Lieutenant James McGuinness, Commander; Cadet Second Lieutenant Thomas Villalon, Executive Officer; Cadet Sergeant Nicholas Matt; and Cadet Corporal Thomas Ibrom) to present the colors.
Senator Van de Putte then recognized Sergeant John Wolf, U.S. Army (Claire, MI), and Specialist John Garcia, U.S. Army (San Angelo, TX), to recite the United States and Texas Pledges of Allegiance, respectively. Both Sergeant Wolf and Specialist Garcia were from the Warrior Transition Battalion at Brooke Army Medical Center.
Senator Van de Putte and Representative Corte made opening remarks. Senator Van de Putte recognized the visiting legislators present for introductions and opening remarks. Senator Wentworth was present as well as the following members of the House: Representatives Teri Hodge and Ruth Jones McClendon.
Senator Van de Putte called for members of the public to provide invited testimony on the following interim committee charges (see attached witness list). :
Study the relationships between military installations and the surrounding communities and make recommendations addressing encroachment and quality of life. This issue was addressed from the federal, state, and local perspectives.
Address any unfinished business from previously scheduled hearings.
There being no further business, at 5:55 p.m. Senator Van de Putte moved that the Committee stand recessed subject to the call of the Chair. Without objection, it was so ordered.
