Pursuant to a notice posted in accordance with Senate Rule 11.18 and pursuant to a suspension of the 5-day posting rule and an announcement from the House floor on March 7, 2007, a public hearing of the Joint Committee on Operation & Management of the Texas Youth Commission was held on Thursday, March 8, 2007, in E1.036, Austin, Texas.

Representative Madden called the meeting to order at 1:35 p.m.  There being a quorum present, the following business was transacted: 

 

Senator Whitmire and Representative Madden shared presiding duties.

 

Persons providing invited testimony are shown on the attached list.

 

 

 

Senator Harris moved that a motion of no confidence be made against the board members of the Texas Youth Commission.  Representative Dutton seconded the motion.  The motion prevailed by a record vote of 11 ayes, 0 nays, 2 absent and 1 present not voting (Senate vote: 5 ayes, 0 nays, 1 absent and 1 present not voting.  House vote: 6 ayes, 0 nays, 1 absent and 0 present not voting.)

 

There being no further business, at 5:55 p.m. Representative Madden moved that the Committee be adjourned. Without objection, it was so ordered.
