CONCURRENT RESOLUTION
         WHEREAS, The Honorable Paul C. Moreno of El Paso established
  an outstanding record of service not only to the members of his
  community but to Texans everywhere during his long tenure in the
  Texas Legislature; and
         WHEREAS, Mr. Moreno was born on April 28, 1931, and has been a
  lifelong resident of El Paso County; he was educated in El Paso
  schools and subsequently served six years in the United States
  Marine Corps, including a tour of duty with the First Marine
  Division in Korea; and
         WHEREAS, Highly decorated for his service, Mr. Moreno was
  awarded the U.S. Presidential Unit Citation with two Bronze Stars,
  the Korean Presidential Unit Citation with Oak Leaf Cluster, the
  Korean Service Medal with one Silver Star and one Bronze Star, the
  National Defense Service Medal, and the Marine Corps Good Conduct
  Medal; and
         WHEREAS, After graduating from Texas Western College with a
  bachelor of business administration degree, Mr. Moreno went on to
  attend The University of Texas School of Law; he is currently a
  member of the State Bar of Texas and the El Paso Bar Association,
  and he is a cofounder of the El Paso Legal Assistance Society; and
         WHEREAS, He won his first election in 1966 at a time when
  Mexican American legislators were few in number and lacking in
  influence; in office four decades later, he was considered the
  "Watchdog" and the "Conscience of the House" by his peers and was
  looked on by the members of the Mexican American Legislative Caucus
  as a mentor and role model who had broken down barriers and opened
  doors of opportunity for them as well as for members of their
  communities; and
         WHEREAS, A passionate and outspoken advocate for the poor,
  the disabled, and the disenfranchised, Representative Moreno
  sought and received committee assignments that allowed him to
  represent constituencies whose voices are often excluded from the
  ranks of the most powerful; he served 20 terms in the Texas House of
  Representatives, during which time he earned the esteem of his
  constituents and colleagues with his forthright and principled
  approach to the ideals of public service; and
         WHEREAS, Mr. Moreno's achievements as the longest-serving
  Mexican American legislator in Texas history are worthy of
  recognition, and his colleagues have proposed naming the building
  that houses the State Office of Administrative Hearings in El Paso
  in his honor; for the purposes of Section 2165.005(f), Government
  Code, this building is not used as a state or regional headquarters
  for a state agency; now, therefore, be it
         RESOLVED, That the 81st Legislature of the State of Texas,
  1st Called Session, hereby extend its appreciation to former state
  representative Paul C. Moreno for his years of devotion to public
  service and direct the Texas Facilities Commission to name the
  building that houses the State Office of Administrative Hearings in
  El Paso the Paul C. Moreno State Office Building; and, be it further
         RESOLVED, That the secretary of state forward an official
  copy of this resolution to the chair and executive director of the
  Texas Facilities Commission.
