CONCURRENT RESOLUTION
|
|
WHEREAS, The Honorable Paul C. Moreno of El Paso established |
|
an outstanding record of service not only to the members of his |
|
community but to Texans everywhere during his long tenure in the |
|
Texas Legislature; and |
|
WHEREAS, Mr. Moreno was born on April 28, 1931, and has been a |
|
lifelong resident of El Paso County; he was educated in El Paso |
|
schools and subsequently served six years in the United States |
|
Marine Corps, including a tour of duty with the First Marine |
|
Division in Korea; and |
|
WHEREAS, Highly decorated for his service, Mr. Moreno was |
|
awarded the U.S. Presidential Unit Citation with two Bronze Stars, |
|
the Korean Presidential Unit Citation with Oak Leaf Cluster, the |
|
Korean Service Medal with one Silver Star and one Bronze Star, the |
|
National Defense Service Medal, and the Marine Corps Good Conduct |
|
Medal; and |
|
WHEREAS, After graduating from Texas Western College with a |
|
bachelor of business administration degree, Mr. Moreno went on to |
|
attend The University of Texas School of Law; he is currently a |
|
member of the State Bar of Texas and the El Paso Bar Association, |
|
and he is a cofounder of the El Paso Legal Assistance Society; and |
|
WHEREAS, He won his first election in 1966 at a time when |
|
Mexican American legislators were few in number and lacking in |
|
influence; in office four decades later, he was considered the |
|
"Watchdog" and the "Conscience of the House" by his peers and was |
|
looked on by the members of the Mexican American Legislative Caucus |
|
as a mentor and role model who had broken down barriers and opened |
|
doors of opportunity for them as well as for members of their |
|
communities; and |
|
WHEREAS, A passionate and outspoken advocate for the poor, |
|
the disabled, and the disenfranchised, Representative Moreno |
|
sought and received committee assignments that allowed him to |
|
represent constituencies whose voices are often excluded from the |
|
ranks of the most powerful; he served 20 terms in the Texas House of |
|
Representatives, during which time he earned the esteem of his |
|
constituents and colleagues with his forthright and principled |
|
approach to the ideals of public service; and |
|
WHEREAS, Mr. Moreno's achievements as the longest-serving |
|
Mexican American legislator in Texas history are worthy of |
|
recognition, and his colleagues have proposed naming the building |
|
that houses the State Office of Administrative Hearings in El Paso |
|
in his honor; for the purposes of Section 2165.005(f), Government |
|
Code, this building is not used as a state or regional headquarters |
|
for a state agency; now, therefore, be it |
|
RESOLVED, That the 81st Legislature of the State of Texas, |
|
1st Called Session, hereby extend its appreciation to former state |
|
representative Paul C. Moreno for his years of devotion to public |
|
service and direct the Texas Facilities Commission to name the |
|
building that houses the State Office of Administrative Hearings in |
|
El Paso the Paul C. Moreno State Office Building; and, be it further |
|
RESOLVED, That the secretary of state forward an official |
|
copy of this resolution to the chair and executive director of the |
|
Texas Facilities Commission. |
