R E S O L U T I O N
         WHEREAS, Permian Basin Community Centers is celebrating its
  40th anniversary in 2009, and this milestone provides an ideal
  occasion to recognize the many significant contributions of this
  agency; and
         WHEREAS, The City of Midland and Midland County founded the
  Midland Mental Health and Mental Retardation Centers in 1969; three
  years later, the agency added Odessa and Ector County to its service
  area and changed its name to Permian Basin Community Centers;
  today, it employs a staff of more than 300 to serve Brewster,
  Culberson, Ector, Hudspeth, Jeff Davis, Midland, Pecos, and
  Presidio Counties, providing a comprehensive array of services to
  enable individuals with mental illness, mental retardation, and
  chemical dependency to live more satisfying and productive lives;
  and
         WHEREAS, PBCC Mental Health Services helps adults and
  children through screening, assessment, and service coordination,
  and it provides training in conflict resolution, independent
  living, and employment-related skills; the agency also provides
  crisis intervention and suicide prevention, and its assistance for
  the chemically dependent includes residential treatment as well as
  outreach, intervention, and specialized programs; and
         WHEREAS, PBCC assists individuals with mental retardation
  through diagnostic evaluations, residential placement, in-home
  support, and recreational, vocational, and respite programs, among
  other services; in addition, it supports the well-being of area
  residents with HIV testing, education, and outreach services and
  with early childhood intervention for developmentally delayed
  children; and
         WHEREAS, Led since 1995 by executive director Larry Carroll,
  the highly trained staff of Permian Basin Community Centers works
  with tremendous skill and dedication, and these outstanding
  professionals truly merit special commendation for their
  incalculable contributions to their community; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature, 1st Called Session, hereby congratulate the
  administration and staff of Permian Basin Community Centers on the
  occasion of their agency's 40th anniversary and extend to them
  sincere best wishes for continued success in their vital endeavors;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Permian Basin Community Centers as an expression of
  high regard by the Texas House of Representatives.
