SENATE RESOLUTION NO. 10
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Joe M. Spigner, who is retiring after more than 28
  years as a Dallas paramedic and firefighter; and
         WHEREAS, Mr. Spigner is a native of Wichita Falls, where he
  graduated from Booker T. Washington High School; he went on to
  earn a bachelor's degree in economics and business
  administration from Bishop College; and
         WHEREAS, Mr. Spigner served the nation as a member of the
  United States Air Force, and he earned the Air Force Commendation
  Medal for meritorious service; and
         WHEREAS, Mr. Spigner began his career as a paramedic and
  firefighter in Dallas on May 13, 1981; over the course of his
  distinguished career, he was noted for his ability to handle his
  many responsibilities with exceptional efficiency and
  dedication; and
         WHEREAS, Active in civic and professional affairs, Mr.
  Spigner held several offices in the International Association of
  Black Professional Fire Fighters and its local chapter, the
  Dallas Black Fire Fighters Association; he has for many years
  worked as an official at local basketball games and is a member of
  the Texas Association of Sports Officials; and
         WHEREAS, An exemplary public servant, Mr. Spigner is
  respected and admired by his colleagues, and his presence at the
  Dallas Fire Department will be greatly missed; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, 1st Called Session, hereby commend Joe M. Spigner on
  his exceptional service to the Dallas Fire Department and extend
  to him best wishes for the retirement years ahead; and, be it
  further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
