Amend CSHB 3 by adding the following appropriately numbered 
SECTION to the bill and renumbering appropriately numbered SECTIONS 
of the bill accordingly:
	SECTION ____.  Subchapter B, Chapter 39, Education Code, is 
amended by adding Section 39.0221 to read as follows:
	Sec. 39.0221.  REQUIREMENTS FOR CERTAIN CONTRACTS FOR 
ASSESSMENT INSTRUMENTS.  If the agency issues a request for 
proposal for a contract relating to services regarding assessment 
instruments under this chapter or accountability reporting and the 
request for proposal results in only one qualified proposal, the 
agency may not enter into the contract without the approval of the 
Legislative Budget Board.
