	Amend HB 232 as follows:                                                     
	On page 2, line 10, strike the word "and";                                     
	On page 2, line 12, strike the "." and insert "; and";                         
	On page 2, between lines 12 and 13, insert the following 
subsection:         
		"(11)  maintain services for all consumers at 
reasonable costs by assessing a fee that is no more that 3.4% of 
taxable communications receipts."
