Amend CSHB 300 (House committee printing) in ARTICLE 1 of the 
bill by adding the following SECTION to that ARTICLE and 
renumbering subsequent SECTIONS accordingly:
	SECTION 1.____.  Section 201.403, Transportation Code, is 
amended by adding Subsection (a-1) to read as follows:
	(a-1)  During the period of a hiring freeze that the 
legislature requires the department to implement, the department is 
not required to comply with Subsection (a) if a vacancy in a 
position to which that subsection applies can be and is filled by 
the transfer or reassignment of a department employee.
