	Amend CSHB 300 (house committee printing) in ARTICLE 1 of the 
bill by adding the following SECTION to that article, appropriately 
numbered, and renumbering subsequent SECTIONS of that article 
accordingly:
	SECTION 1.____.  Section 202.021, Transportation Code, is 
amended by amending Subsection (a) and adding Subsections (a-1) and 
(a-2) to read as follows:
	(a)  The commission shall make the strongest effort to 
dispose of property that has ceased to serve the functions of the 
department.
	(a-1)  The commission shall annually [may] recommend to the 
governor the sale or transfer of any interest in real property, 
including a highway right-of-way, that:
		(1)  was acquired for a highway purpose;  and                                 
		(2)  as determined by the commission, is no longer 
needed for a state highway purpose.
	(a-2)  In determining whether an interest in real property 
has ceased to serve the functions of the department, the commission 
shall take into consideration the reasonable projected use of the 
property during the following 10 years.
