Amend CSHB 300 (house committee report) by adding the
following appropriately numbered SECTION to ARTICLE 2 of the bill
and renumbering subsequent SECTIONS of that article accordingly:
SECTION 2.____. Subchapter D, Chapter 201, Transportation
Code, is amended by adding Section 201.214 to read as follows:
Sec. 201.214. ENVIRONMENTAL CERTIFICATION. (a) The
department shall establish a process to certify environmental
specialists in the department, including specialists for matters
regarding compliance with state and federal regulation of
stormwater runoff and control.
(b) The certification process must allow a person who has
completed the process to perform analyses and reviews of, and to
approve or disapprove, environmental reports and documents.
(c) The certification process must include minimum
standards of training, as determined by the department, including
mandatory annual continuing education standards for a certified
person to be eligible for annual re-certification.
