Amend Floor Amendment No. 71 by McClendon as follows:                        
	(1)  On page 2 of the amendment, between lines 11 and 12, 
insert the following:
	Sec. 451.9015.  NONAPPLICABILITY OF SUBCHAPTER.  (a)  This 
subchapter does not apply to an authority that is located in a 
county that is in the boundaries of a regional mobility authority.
	(b)  Subsection (a) does not apply if the regional mobility 
in which the authority is located is dissolved.
	(2)  On page 2 of the amendment, between lines 27 and 28, 
insert the following:
	(b)  Notwithstanding any provision of this subchapter to the 
contrary, an authority operating under this subchapter may not 
commit to a new toll project.
