Amend CSHB 300 (House committee printing) in Article 1 of the 
bill by adding the following appropriately numbered SECTION to that 
article and renumbering subsequent SECTIONS accordingly:
	SECTION 1.____.  Subchapter A, Chapter 201, Transportation 
Code, is amended by adding Section 201.004 to read as follows:
	Sec. 201.004.  PROHIBITED LOBBYING ACTIVITIES.  (a) A person 
may not retain or employ another person, or accept any employment or 
render any service to influence an administrative action at the 
department or commission for compensation or for a commission 
contingent on the passage or defeat of the administrative action.
	(b)  A violation of this section is subject to the penalties 
provided for a violation of Section 305.022, Government Code.
	(c)  This section takes precedence over any other law or 
regulation to the contrary.
