Amend CSHB 300 (house committee printing) as follows:                        

(1)  On page 10, line 17, after "entity" and before the 	underlined period, insert "using federal or state funds, or a 
project to be constructed on a part of the federal highway system or 
state highway system".
	(2)  On page 10, strike lines 23 through 27 and substitute 
the following:    

environmental documentation to the department;                         
		(3)  the environmental documents must meet the approval 
of the United States Department of Transportation, Federal Highway 
Administration, if the project requires the approval of that 
agency; and
		(4)  the environmental documents must meet the approval 
of the department, if the project affects a part of the state 
highway system.
