Amend HB 300 on third reading by adding a new section, 
appropriately numbered to read as follows, renumbering the sections 
of the bill accordingly:
	SECTION ____. Notwithstanding any other provision of this 
Act, the changes made in law by this Act do not apply to the 
following enumerated projects.  Such projects are governed by the 
law as it existed immediately before the effective date of the Act, 
and those provisions are continued in effect for that purpose.  The 
projects subject to this section are:
		(1) All segments of State Highway 130 from Georgetown to 
Seguin.
