Amend HB 300 on third reading, by adding the following 
appropriately numbered ARTICLE to the bill, and renumbering the 
subsequent ARTICLES of the bill accordingly:

ARTICLE ____.TEMPORARY TAGS FOR MOTOR VEHICLES
	SECTION ____.01  Subchapter C, Chapter 503, Transportation 
Code, is amended by adding Section 503.0619 to read as follows:
	Section 503.0619.  TEMPORARY TAG MATERIAL. (a) The department 
shall evaluate:
		(1)  the material authorized for use in a temporary 
motor vehicle tag;
		(2)alternative materials available for use in a 
temporary motor vehicle tag;
		(3)the visibility of various tag materials in different 
types of weather and light conditions; and
		(4)  the effectiveness of various tag materials.                       
	(b)The department shall seek the assistance of law 
enforcement in evaluating the materials to be used in the temporary 
motor vehicle tags.
	(c)If the department determines that the materials currently 
authorized for use in temporary motor vehicle tags are not 
effective, the commission shall by rule adopt new specifications 
for temporary motor vehicle tags.
	(d)The department shall complete the evaluation required by 
this section not later than September 1, 2010.
	(e)This section expires January 1, 2011.
