	Amend CSHB 394 as follows:                                                   
	(1)  On page 1, line 11, strike "Subsections (k) and (l)" and 
substitute "Subsections (k), (l), and (m)".
	(2)  On page 1, following line 24, insert the following:                       
	(m)  In deciding to award a grant under Subsection (k), the 
governor must give priority to a small business over a business that 
pays any of the grant funds to an executive in the form of 
compensation above the executive's base salary.
