Amend HB 1695 (house committee report) on page 3, line 20, 
following the period by inserting:

An entity with facilities attached to the infrastructure of an 
electric utility submitting a plan shall be included in the notice 
and opportunity for hearing and shall be permitted to submit 
information regarding factors such as anticipated cost or benefit 
as provided in Section 38.101(d).
