	Amend HB 1988 on third reading by adding the following 
appropriately numbered SECTION to the bill and renumbering 
subsequent SECTIONS of the bill accordingly:
	SECTION ____.  Subchapter B, Chapter 524, Transportation 
Code, is amended by adding Section 524.0115 to read as follows:
	Sec. 524.0115.  VEHICLE IGNITION INTERLOCK DEVICE. 
Notwithstanding any other law, the department shall return a 
person's driver's license if the person whose driver's license has 
been taken under Section 524.011(b)(2) provides proof to the 
department, in accordance with rules adopted by the department, 
that the person has installed a vehicle ignition interlock device 
on each motor vehicle owned by the person.
