Amend SECTION 1 of HB 2063 to add (d):                                       
	(d)  Section 36.102, Water Code, as amended by this Act, shall 
not affect any actions or lawsuits filed, pending or on appeal at 
the time this Act becomes effective.  An order pursuant to a 
violation that occurs before the effective date of this Act is 
governed by the law in effect immediately before that date, and the 
former law is continued in effect for that purpose.
