		(1)  a request for mediation under this section is 
considered a request for inspection under Section 428.001; and
		(2)  the earlier of completion of good faith mediation 
under this section or the expiration of the mediation period 
prescribed by this section is considered a final, nonappealable 
determination or recommendation under this subtitle.
	(f)  Section 27.004(l) does not apply to a dispute if 
mediation is requested under this section.
