Amend CSHB 2440 (House Committee Report) as follows: (1) On page 5, line 22, between "use" and the comma, insert "without appropriation". (2) On page 7, line 17, strike "awarded to students" and substitute "allocated to institutions of higher education for making awards to students during the 2009-2010 academic year".
