Amend HB 2511 by striking all below the enacting clause and 
substituting the following:
	SECTION 1.  (a)  The presiding officer of each legislative 
standing committee with primary jurisdiction over ethics issues 
shall conduct an interim study on the regulation of:
		(1)  expenditures on electioneering communications;                           
		(2)  administrative expenditures in connection with 
political activity by corporations, labor organizations, and 
membership organizations; and
		(3)  direct campaign expenditures by individuals.                             
	(b)  This section expires January 1, 2011.                                     
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2009.
