Amend CSHB 2556 on page 4, line 23, between "commissioner" and 
the underlined period, by inserting ", unless the person cannot 
afford to pay the deposit and files an affidavit to that effect with 
the hearings officer in the form and content prescribed by finance 
commission rule".
