Amend CSHB 2572 by adding the following SECTION, 
appropriately numbered, and renumbering the SECTIONS of the bill 
accordingly:
	SECTION ____.  Subchapter A, Chapter 181, Utilities Code, is 
amended by adding Section 181.0045 to read as follows:
	Sec. 181.0045.  ROUTING OF CERTAIN GAS PIPELINES.  The 
Railroad Commission of Texas shall adopt rules regarding the 
routing of gas pipelines by a person who gathers or transports 
natural gas. At a minimum, the rules must ensure that the proposed 
route of a pipeline and the proposed location of related facilities 
maximize, to the extent practicable, the use of existing easements 
and public rights-of-way, including streets, roads, highways, and 
utility rights-of-way.
