Amend the Isett/McClendon amendment to CSHB 2730 by adding 
the following SECTION to that article, appropriately numbered, and 
renumbering subsequent SECTIONS accordingly:
	SECTION 7.____. Insert in appropriate location: Section 
521.005, Transportation Code, is amended to read as follows:
	Sec. 521.005. RULEMAKING AUTHORITY. (a) The department may 
adopt rules necessary to administer this chapter.
	(b) The department may not adopt or implement a new rule or 
directive that is consistent with the REAL ID Act of 2005 (49 U.S.C. 
Section 30301 et seq.), unless otherwise authorized by this 
chapter.
