	Amend the Phillips amendment to CSHB 3097 (House Committee 
printing) by adding the appropriately numbered section:
	"Section ____ The Attorney General shall establish policies 
and procedures to ensure that any money appropriated from the 
account to the commission that is allocated to an organization or 
initiative that receives a grant or assistance under this chapter 
may not discriminate against an employee or volunteer of such 
organization or initiative, or a recipient of services provided by 
such organization or initiative, on the basis of race, religion, 
color, national origin, sex, age, sexual orientation, , political 
affiliation, or on the basis of disability."
