Amend Floor Amendment No. 4 by Fraser to CSHB 3309 as follows:               
	(1)  In the introductory language of the section amending 
Section 37.051, Utilities Code, strike "and (f)" and substitute 
"(f), and (g)".
	(2)  In the section amending Section 37.051, Utilities Code, 
insert the following after Section 37.051(f):
	(g)  Notwithstanding  the requirements of Subsection (e), an 
electric utility or other person issued a certificate solely for 
the transmission of electricity before January 1, 2008, may 
continue to operate under that certificate.
