Amend CSHB 3646 as follows:                                                  
	(1) On page 33, lines 24 and 25, strike "in the manner 
provided by this chapter as it existed on January 1, 2009" and 
substitute "by dividing the sum of the school district's allotments 
under Subchapters B and C, less any allotment to the district for 
transportation, any allotment under Section 42.158 or 42.160, and 
50 percent of the adjustment under Section 42.102, by the basic 
allotment for the applicable year".
	(2) Add the following appropriately numbered SECTION and 
renumber subsequent SECTIONS of the bill accordingly:
	SECTION ____. The commissioner of education shall ensure that 
each school district receives, within the amount to which the 
district is entitled under Section 42.2516, Education Code, the 
total amount to which the district is entitled as a result of the 
adjustment provided under Section 42.103(d), Education Code.
