Amend CSHB 3951 (house committee printing) on page 1, between 
lines 22 and 23, by inserting the following:
	(c)  The legislature shall ensure that each institution 
receives adequate funding to cover the additional costs 
attributable to the requirements of this section and may 
appropriate money for that purpose.
