Amend the Otto amendment to CSHB 4586 (page 7 of the prefiled 
amendment packet) by adding the following at the end of the 
amendment:
	(c)  Out of the amounts appropriated by this section to UT 
Medical Branch at Galveston, $150,000,000 of that amount may be 
spent only to provide matching funds for FEMA qualifying projects, 
except that if that amount cannot be prudently and effectively 
spent in that manner, the remainder of that $150,000,000 may be 
spent only with the prior written approval of the Legislative 
Budget Board.
