Amend CSHB 4586 by adding the following appropriately 
numbered SECTION to the bill and renumbering subsequent SECTIONS of 
the bill accordingly:
	SECTION ____.  PAYMENT TO PHI, INC., FOR EMERGENCY 
EVACUATION OPERATIONS.  Out of amounts appropriated to the Health 
and Human Services Commission by Section 54(4) of this Act, the 
amount of $1,508,450 shall be transferred to the Department of 
State Health Services and the department shall use that amount to 
pay PHI, Inc., for services rendered in connection with emergency 
evacuation operations conducted from September 21 through 
September 29, 2005.
